Truth is in facts , and sadly it is misinformation galore rather than facts that Nigerians are fed with by the stakeholders and these half truths are in turn amplified by the press and ignorantly parroted by all and sundry .

Of all , the most thoughtful intervention I heard on the matter of COT in Nigeria was from GO of the RCCG- Pastor Adegboye . His should naturally lead to the bottom of the matter and truth if pursued by stakeholders . According to the GO :

1. How is the oil it stolen ?
2. Who are the individuals involved in the oil theft ?
3. Who is buying the stolen oil ?
4. Where do the oil thieves keep the proceed of the stolen oil sold at the black market ?

Apparently the fight against COT is not for the military going by the questions raised by the GO. Rather it is the work of the Police , DSS and NSCDC. Including CBN , EFCC and NFIU. It is purely about the steps taking by oil companies to safeguard their assets, followed by the investigation , arrest and prosecution by law agencies . Unfortunately, it’s doubtful if each crime of COT is reported to the Police as required of all crimes .

Yet , the issue of COT is actually exaggerated and this is obviously deliberate . Perhaps that is why the matter is shrouded with so much misinformation by those that ought to know . There is actually no capacity outside the oil industry that can handle 50,000 barrels of stolen oil everyday year round . Any competent person with knowledge of the oil and marine business will easily confirm this fact . The logistic requirements to steal , store and peddle 50,000 barrels of crude oil every day will be quite huge and complex not to be noticed by even the ordinary eye talkless of the operators, regulators and security agencies. So the implication this is that either Nigeria does not lose up to 50,000 barrels of oil everyday as heralded , or the oil companies, NNPC /NUPRC and security agencies are all jointly members of the the oil theft cartel .

In the past era of 2003-2015, there indeed was humungous COT due to many factors especially the lack of capacity by the security agencies , the Nig Navy in particular. But since 2017 the Navy had been able to dominate the maritime environment and completely wiped out piracy and monitors the sea , while restricting illegal movements within the waterways . The currently activities of the Navy has put paid to any large scale COT activities in Nigeria .

Undoubtedly, what Nigeria oil sector suffer from today is largely low production of oil & gas . Two things are responsible. First is lack of investment in oil & gas infrastructure over the past decade, while the other is the twin evil of pipeline vandalism and activities of illegal artisan refineries dotting the landscape of the Niger Delta. Of the latter , pipeline vandalism is the most damaging of all since it prevents the free flow of produced oil to distant terminals for export, and also shuts-in the crude oil in the wells leading to stoppage of production . It is largely the combined low production and shut-ins that are fraudulently promoted as stolen oil by industry stakeholders to hide their incompetence and perpetuate accounting fraud related to production cost .

Pipeline vandalism is the attack and destruction of pipelines mostimes using explosive devices and heavy equipment. Operators of illegal refineries do not destroy pipelines, rather they tap into the flow to divert crude oil to their storage dugout pits for “ cooking “ . No doubt operators of Illegal refineries are pilfering from the flow of crude oil and they create extensive damages to the environment . All these are condemnable and are serious crimes , but the theft of crude oil here is periodic and less than 5% of oil production in Nigeria. On the other hand , pipeline vandalising is a highly lucrative crime with 'gains' for all across the entire criminal value chain . The consequence to production by shutdown of the line is however more devastating than the actual crime of destruction of the pipeline.

So the question today, taking a lead from Pastor Adegboye’s, should be :

1. How are pipelines vandalized ?
2. Who are those vandalizing the pipelines?
3. What is motivating the pipeline vandals and what is their intention ?

Clearly the earlier era of COT involved extensive costly operations with the involvement of all stakeholders and resourceful highly connected criminal individuals up till 2018. These people made huge money in USD and have since diversified into legitimate businesses including politics . Currently, a different breed has taken over the new dimensions of the crimes against the oil sector . Some of them are insiders still within in the oil industry while the others are local community strongmen .

Pipeline vandalism is the real deal today !
