FG Targets Enrollment of 825,000 Students with Disabilities in 5 years https://www.thisdaylive.com/index.php/2024/09/18/fg-targets-enrollment-of-825000-students-with-disabilities-in-5-years/ https://www.thisdaylive.com/index.php/2024/09/18/fg-targets-enrollment-of-825000-students-with-disabilities-in-5-years/#comments Wed, 18 Sep 2024 15:16:00 +0000 https://www.thisdaylive.com/?p=1013449

* JAMB canvasses adoption of sign language as second national official language

Kuni Tyessi in Abuja

The Federal Government has reaffirmed its commitment to the provision of inclusive education and has accordingly set an ambitious target to enrol 825,000 students with disabilities cumulatively over the next five years.

The Minister of State for Education, Dr Yusuf Sununu, spoke at the First Africa Regional Conference on Equal Opportunity of Access to Higher Education.

He lamented that the challenges faced by persons with disabilities (PWDs) in accessing both education and economic opportunities have persisted, despite significant efforts to create equal access and opportunities for learning and employment in Nigeria.

Sununu directed all tertiary institutions in Nigeria to offer admissions to all candidates with disabilities who possess minimum admissible scores into the programmes of their choice after sitting the Unified Tertiary Matriculation Examination (UTME).

He revealed that JAMB had also sought and obtained approval at the 67th National Council on Education meeting to exempt candidates with disabilities from post-UTME screening.

He charged participants at the conference to focus on discussion extending beyond access to higher education and encompasses the economic empowerment that stems from education.

He said: “As we work towards the realisation of inclusive education, we must provide the necessary physical and digital infrastructure to support various access and learning needs of all students.

“Tertiary institutions should not only be admitting students with disabilities but also be taking absolute care with regard to accessibility on their campuses.

“Besides that, teaching aids such as braille, interpreters in sign language and digital materials prepared for various skills should be provided.

“For persons with disabilities, the impediments to education are not only compounded by general societal stigmas but also by physical limitations and institutional challenges.

“But as we have seen in various contexts, when these barriers are removed and the right conditions are created, the potential within every individual blossom. The brilliance, creativity and resilience demonstrated by persons with disabilities enrich our educational institutions and, more broadly, our economies.

“It is the collective responsibility of governments, academic institutions, the private sector and civil society to ensure that persons with disabilities are not left behind.”

The Registrar of JAMB, Prof. Is-haq Oloyede, on his part, called on the Federal Government to consider the adoption of Nigerian Sign Language (NSL) as the second national official language.

According to him, this would be a major demonstration of empathy for the large “number of fellow compatriots with hearing impairments”.

He noted that the inaugural Africa Regional Conference on Equal Opportunity of Access to Higher Education (ARCEAHED) presents a significant opportunity for JAMB and various stakeholders within the education sector to gather vital insights on advancing inclusive education.

He disclosed that the JAMB Equal Opportunity Group, led by Emeritus Professor Peter Okebulola, has been exemplary in providing essential support for candidates with disabilities.

He called for the establishment of a centre for supportive services for PWDs.

He said the centre should be well equipped, with at least one branch in each geopolitical zone of the federation and attached to the National Commission for Persons with Disabilities (NCPWD).

He explained that if established, the centre, with the assistance of bodies such as the Joint Admissions and Matriculation Board’s Equal Opportunity Group (JEOG), would be able to attract appropriate technology and policies.

According to him, this will make life and studying easy for people with special needs.

“Education remains the cornerstone of self-actualisation, and it is our collective responsibility to ensure that every individual, regardless of his/her ability, has access to higher education.

“For this reason, JAMB is dedicated to fostering forums that facilitate discussions on innovative strategies to enhance educational opportunities for all citizens, particularly those with disabilities,” he said.

The National Library of Nigeria (NLN) has upgraded by going digital in all of its services in meeting up with global standards and best practices within the last three years, even as it clocks 60 by November this year.

So far, over 20,000 titles have been deposited in the apex library from 36 states of the federation including the FCT.

With this, researchers no longer need to come to the headquarters to acquire International Standard Book Number (ISBN), International Standard Serial Number (ISSN), index of newspaper publications and other services as they can get information from NLN when they visit its website and  social media handles.

Speaking during an interaction with journalists in Abuja, the Chief Librarian and CEO, Prof. Chinwe Veronica Anunobi. who assumed office on September 14, 2021, said despite paucity of funds, hike in fuel price and other challenges facing the country, members of staff of the agency remain undaunted in meeting the needs of Nigerians.

She said the library has branches in 33 states of the federation, including the FCT, while Kebbi, Zamfara, Delta and Anambra state government are still trying to provide lands for the national library to establish offices.

According to her, “When I started work on September 14, 2021, I wanted us to build and straighten bridges. Now, I want to see how we are working on the bridges, despite all odds. During the three years, we had many internal and external challenges, which I referred to as all odds. The external challenges are above the management to address, including the fuel hike issues, which has affected the movement of staff. We also have internal challenges like limited staff strength.

“The National Library of Nigeria can be counted as one of the agencies adding values to the country. We are building bridges as a family. We need to work on the bridges. We are building the capacity of our staff. We engaged 103 staff members that will help us work on the bridges. We are using automated processes.

“The International Community and Artificial Intelligence (AI) now refer to the National Library of Nigeria for information. If you are looking for any information in the newspaper, you won’t need to flip through pages. You will just go to the index on our website and you will get the information as long as it was published online by the newspaper.

“From January to September, this year, we have issued more than 26,000 ISBN. You don’t need to come to the National Library of Nigeria to access the information you need. We have a virtual library. We also subscribed to ProQuest for e-books. We have Online Public Access Catalogue.

“We are doing a compendium of the numerical and alphabets in our indigenous languages, among other digital services at the National Library of Nigeria. So, it has been three eventful years and we hope to surmount our challenges, especially as we are receiving huge support from the Minister of Education, Prof. Tahir Mamman,” she added.

*Supports 5,000 widows in 13 states, diaspora

Kuni Tyessi in Abuja

A retired Judge of the Federal Capital Territory (FCT), Abuja, Grace Eisape, has called on the federal government to create a special ministry or agency for the care of widows in Nigeria.

This was as a non-governmental organisation, Feeding All Nations Through Jesus Christ, has supported 5,000 widows globally, with operations in 13 Nigerian states, South America, North America, and South Africa.

However, Esiape has also called on state governments to pay stipends to widows, while efforts should be made to give women access to lawyers that could advocate for them against unreasonable cultural practices.

Eisape, who is the Founder of Feeding All Nations Through Jesus Christ, a nongovernmental organisation, made the recommendations during a one-day prayer walk in Chika community along Airport Road in Abuja, and the empowerment of over 200 widows.

She said, “Widows are marginalised, they are not well taken care of. Their needs are not met adequately, they hardly receive help from family members.
“It is, therefore, important that the federal government creates a special ministry or even an agency to care for the needs of widows

“We targeted hundreds of widows all over the world. This prayer walk is currently going on in Africa nations, South America and in United States of America. I advise the state governments to pay stipend to widows, it will go a long way to relive their suffering
“We educate women on their rights. For example today, we have legal practitioners in all the locations where this program is holding today to educate women on their rights.

“The government should make provision, give women access to lawyers that can advocate for them against unreasonable cultural practices.”
Eisape, who also serves as President of Deborah Generation, The Fire Place, a prayer group in New Jersey, USA, emphasised collaboration with the government to establish empowerment systems.

In a drive to further empower Nigerian women and keep poverty at bay, the Minister of Women Affairs, Uju Kennedy-Ohanenye has stated in clear terms that except loans gotten by President Bola Ahmed Tinubu which will have no interest of any kind, the ministry does not want loans for Nigerian women.

Also, the ministry has entered into a multi-million dollars agreement with the State of Atlanta in the US for the planting of special crops like sun flower, hibiscus and Jatropha in Nigeria which will be bought-off Nigerian women for the production of fuel and other commodities in the US.

The minister who stated this on Wednesday in Abuja during a press briefing, said loans received in the name of Nigerian women for their empowerment and benefit does not favour them in any way, hence the need to look outside the box for funds.

She said in empowering women, issues of out of school children, early marriages, social norms and many vices are tackled, while adding that people who are known for certain diseases are usually known to be poor hence the call for partnerships.

Her words: “We don’t want to continue with loans anymore and I’m sure that Nigerians will not want loans anymore. Except loans that the president will get which will not have any interest. Apart from that, I don’t want loans for women anymore because it doesn’t favour them.

“I want us to raise our money and the people that will raise machines for us and see what we are doing with it and not to put the country into any kind of financial stress.

“So, how do we go about funds for our projects? We have agreement with Atlanta State in Georgia who have told us to plant crops like sun flower, hibiscus and Jatropha for them. They will buy it off us where we can eat millions of dollars.”

She said so far, she has started farming on 800 hectares of land with no funds from the ministry, and added that rice has been planted on 500 hectares of land in Anambra, Kano, Jigawa, Niger, Kaduna, Plateau states, while corn has been planted on 100 hectares of land in Abuja.

She lamented the lack and insufficient storage system in the country which she attributes to one reason for poverty and hunger and said with the plan which will be unveiled in October, women will be empowered to change the narrative.

“So, we’ve gotten the machines to encourage growth, but we need more. So, on 15th October, 2024 at the Villa, we are going to unveil this programme for women because if a mother is empowered, she can take care of 20 persons.

“Except you empower women, things can’t change and that takes care of issues of our of school children, early marriages, social norms and many societal vices.

Representatives of the federal government led by the Minister of Education, Prof. Tahir Mamman, and the officials of the Academic Staff Union of Universities (ASUU) led by ASUU President, Prof. Emmanuel Osodoke, have entered into a closed-door meeting in Abuja.

The meeting which is taking place at the headquarters of the Federal Ministry of Education was in response to the recent 21-day strike notice by the union for government to address some of the issues raised by the union.

The meeting was supposed to be held on Monday but was shifted to Wednesday for some undisclosed reasons.

ASUU, a few days ago, issued a 21-day notice of strike to the federal government over several unresolved issues, notably, emergency revitalisation fund of public universities; payment of outstanding earned academic allowances; and release of withheld salaries, promotion arrears, and third-party deductions of our members.

The other issues include the stoppage of illegal recruitments; proliferation of public universities/abuse of universities’ laws, regulations and processes; and removal of universities from the treasury single account and new IPPIS vis-a-vis to herald the autonomy of our universities.

Minister of Education, Prof. Tahir Mamman, told journalists at a press conference to mark one year in Abuja, last Friday, that letters of invitation have been sent to the ASUU officials and several other organizations that would be relevant in the meeting.

He said: “Most of the issues raised by ASUU are being attended to. For instance, the issue of exit from the Integrated Payroll and Personnel Information System (IPPIS) has since been resolved by the President. Bureaucracy is the reason for the delay in the implementation of that directive. But by the time we meet on Monday, some of these issues will be discussed and resolved.”

He insisted that the President, Ahmed Bola Tinubu, is committed to academic stability in the schools, and would not hold back any support that would ensure that the era of academic disruption in the tertiary institutions is over.

He added: “Most of the demands ASUU started in 1981. And the government has had its fair share of ASUU strikes. But the President made a commitment during the campaign that permanent solution would be provided this time, and he has shown that in his steps and actions.”

He, thus appealed to ASUU to be considerate in their actions and open-minded in their approach to the negotiation table so that the interest of all parties would be properly represented.

Former Deputy Governor of Plateau State and Minister of Women Affairs, Paulen Tallen, has called on the Independent National Electoral Commission (INEC) not to register political parties without reasonable percentage of women, as well as create better conditions for women in politics.

While responding to the forthcoming Edo and Ondo States elections, Tallen, who encouraged women to come out en masse and vote for their preferred candidates, said the number of women that were given tickets to participate in both elections is so minimal and amounts to nothing.

The politician, who stated this in Abuja at a book presentation titled: ‘From Margins to Mainstream’, which was authored by Princess Nikky Onyeri, said Nigeria has capable women that can stand shoulder to shoulder with men if given the chance.

She noted that so far, those that have been given the opportunity have not failed and as such, more opportunities should be given to women of this country.

According to her, “They should come out en masse as usual and support the right candidate.”

“But again, I feel saddened because the number of women that were given tickets to participate in both elections is so minimal and amounts to nothing. Again, that is not encouraging.

“It’s not that women are not making efforts to contest, but they are not being given the support to have the tickets and be part of the election process. That has to change, so we are calling on all our political parties and INEC to ensure that they give better conditions. But if women are not given a reasonable percentage, that party should not be registered.

“We have capable women that can stand shoulder to shoulder with men in this country if given the chance. So far, so good, those that have been given the opportunity have not failed this country and I pray that more opportunities will be given to women of this country. Women should be carried along, and by so doing, you’re not doing a favour to women but for the benefit of the country.”

The author of the book, a victim of cancer misdiagnosis, said the book speaks volumes because women are doing so much, but unacknowledged.

Segmented into three parts, which states about Nigerian women of the past in the present and that of the next generation, Onyeri said the responsibility that rest on a woman to ensure that the home is moving is enormous, and in every field, women have made their marks and are in need of encouragement and support from more women for the country to be better off.

The federal government has disclosed that the federal government is on the verge of removing universities and other tertiary institutions from the Integrated Personnel and Payroll Information System (IPPIS), a payment platform which had sparked intense protests from the Academic Staff Union of Universities (ASUU) in recent times.

The Minister of State for Education, Dr. Tanko Sununu, who said this in an exclusive interview with THISDAY, disclosed that the   removal of tertiary institutions from the IPPIS scheme was almost complete.

ASUU had reportedly issued a 21-day notice to the federal government threatening to embark on a fresh industrial action over the failure of the government to implement past agreements, including the removal of universities from the IPPIS scheme.

However, in the interview, Sununu disclosed that although there was a delay in the implementation, the Ministry of Finance and the Office of the Accountant General of the Federation (OAGF) were working in synergy to comply with the Presidential directive on the matter.

President Bola Ahmed Tinubu at the Federal Executive Council (FEC) meeting of August 15, 2024, had directed that the removal of the trade union and other tertiary institutions from the payment scheme should be implemented henceforth without delay.

On the issue of non-payment of salaries to some lecturers, particularly in federal public universities for over one year, Sununu said the ministry was unaware of such a development.

“There was a delay in the process of the movement of tertiary institutions from IPPIS and just if recent, the President in the Federal Executive Council meeting directed that it should be implemented henceforth without delay.

“As of today, the Federal Ministry of Finance and the Office of the Accountant General of the Federation are working in synergy to comply with that with immediate effect. Therefore, removing tertiary institutions from IPPIS is as good as done,” he said.

The Federal Executive Council had in December 2023, separated the university system from its initial inclusion in the IPPIS scheme, and eight years down the line, implementation is yet to be effected.

The Chairman, Board of Governing Council, African Union (Nigerian Ambassadorial Assembly), Prof. Tunji John Asaolu, has said the challenges of Africa like corruption and bad leadership are not strong enough to stop the implementation of Hope2063.

#Hope2063 is Africa’s blueprint and master plan for transforming the continent into the global power house of the future and the continent’s strategic framework that aims to deliver inclusive and sustainable development with concrete manifestation of the Pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under pan- Africanism and African renaissance.

Asaolu who spoke on Tuesday in Abuja at the conferment of Ambassadorialship to some Nigerians, said the social ills of bad leadership, corruption and embezzlement are not peculiar to Africa alone.

He said: “We are all working towards #Hope 2063 whereby we will see ourselves as one Africa, called United States of Africa and will see ourselves with one passport, currency and look forward to when African can inter-travel within the continent without a visa.

“Corruption is not peculiar to Africans. It will not be a hindrance to the implementation of the African Union agenda of 2063. It may be one of the factors, but among the few.

“With this award, what we have done is to bring in like-minded people, those that are patriotic and without mincing words, will promote this agenda. So, we have people that can put their legs in the shoes of Nelson Mandela. We have found them and will put them into use.”

In the same vein, one of the recipients and entrepreneur, Vivian Lam, said African leaders need to do better, particularly in Nigeria which is globally known to be one of the most corrupt countries in the world and with bad leadership affecting its policies.

In addressing the issue of unemployment which she is pronounced in Nigeria, Lam encouraged the teeming youths to remain resilient, hard-working and dedicated and not to wait for the government, while noting that the government cannot attend to the needs of all.

Her words: “The case of Nigeria is pronounced as one country with high rate of unemployment and there are policies that have been mapped out to ensure that youths are engaged. I know it’s not easy. So, my advice based on my experience is for the youths to develope themselves and remain consistent, dedicated and hardworking to put food on the table, and they will surely get there. So, it’s not about waiting for the government.”

In the case of women and the effects of climate change to which they are mostly affected, Lam further encouraged women to be careful with their environment and prevent its abuse which will have adverse effect on the ozone layer, adding that with focus, every challenge can be nipped in the bud.

In commemorating the 2024 World Humanitarian Day under themed: ‘ActForHumanity,’ the federal government has called for strict enforcement of international humanitarian law and penalties.

It says humanitarian workers within the country have frequently found themselves in the crossfire of non-state armed groups, while citing that between 2020 and 2024, there have been no less than 49 reported incidents affecting 79 humanitarian workers.

These include the tragic killing of an aid worker from Médecins du Monde, the wounding of a UN pilot, and the attack on the United Nations Aid Facility in Borno State, which resulted in the deaths of at least 20 internally displaced persons and forced aid workers to flee for safety.

The Federal Commissioner for the National Commission for Refugees, Migrants and Internally Displaced Persons, Tijjani Ahmed, who stated this in Abuja, said such heinous acts not only endanger the lives of those who are dedicated to helping others, but also violate the very principles of humanity that underpin global commitment to peace and justice.

He said the importance of protecting humanitarian workers cannot be overstated and the brave individuals serve as lifelines to millions of people in distress, often putting themselves in grave danger to provide food, medical care, shelter, and hope.

Ahmed added that the legal frameworks of the nation must be robust enough to prosecute those who commit such violations and end the cycle of impunity as the protection of humanitarian workers and civilians is a moral imperative.

He said: “We are reminded of the immense sacrifices made by humanitarian workers who, in the face of danger and adversity, continue to stand on the front lines to provide assistance to those in desperate need.

“However, despite these established legal frameworks, we have seen a disturbing trend of increasing attacks on those who are there to help. In recent years, countries across Africa have witnessed violations of these protocols.

“In 2024 alone, no fewer than 26 humanitarian workers in Nigeria have been kidnapped, ambushed, or assaulted while carrying out their duties.

“We must advocate the strict enforcement of international humanitarian law in Nigeria. As a nation, Nigeria has been deeply affected by conflicts that have displaced millions and created an urgent need for humanitarian assistance.

“Our country is home to all of us and organizations who work tirelessly to bring relief to those affected by crises. Yet, these heroes often face life-threatening risks in carrying out their duties.”

The Executive Secretary, ES, of the Universal Basic Education Commission, UBEC, Dr. Hamid Bobboyi, has stressed the significance of research in critical areas of the basic education sub-sector.

Bobboyi also advocated research delivery in accordance with timelines, noting that strict adherence to specific timeliness in research will ensure the avoidance cases of abandoned research.

The remarks by the ES were made during a three-day workshop organized for members of the research project screening committee by the UBEC’s Digital Resource Center (DRC).

Represented by the National Coordinator of the UBEC DRC, Professor Bashir Galadanci, the ES revealed that the workshop designed to provide orientation and guidance to the screening committee members was also meant to keep the participants abreast of the task before them and equip them with the requisite tools and information to carry out their responsibilities effectively.

Also speaking, the Head of the Research Unit, UBEC DRC, Dr. Phebe Jatau, noted that the inauguration of the screening committee marks the beginning of a milestone and a journey that will shape the future of research activities in the DRC.

She stated that the three-day activity will also avail the DRC the opportunity to onboard the research screening committee members with the prerequisites and terms of engagement of the research project.

During the workshop, the committee members engaged in interactive sessions as they reviewed the research manual, policy document, and work plan respectively. Furthermore, discussions were held to understand the criteria for selecting research materials, the goals of the UBEC DRC project, and the overall vision of the organization.

The workshop was essential to ensuring that the screening committee members were well-prepared and aligned with the objectives of the research project.

The federal government says it has revoked the contract of the company handling the construction work for its smart school infrastructure in Kebbi State and re-awarded it to another contractor.

Minister of State for Education, Dr. Yusuf Sununu, disclosed that the construction work of the smart school in Bayelsa State is also undergoing due process to revoke and re-award the contract to another contractor, so that no state will be left behind in the smart school application of technology in education.

Sununu disclosed this on Tuesday in Abuja while touring the FCT Smart School in Karshi, together with the Minister of Education, Prof. Tahir Mamman.

“The two schools that are lagging behind; that of Kebbi State has been revoked and awarded to another contractor, and Bayelsa is also undergoing due process to revoke the contract and re-awarded it so that no state will be left behind in the smart school application of technology in education,” he said.

He also decried the failure of some states whose smart schools have been completed and handed over, to supply the federal government with 75 teachers to be trained so as to run the schools.

He therefore called on other states to emulate the FCT administration which is already providing roads and hostel accommodation to expand the scope of the smart school in its domain with a full complement of staff.

Sununu also called on traditional rulers and residents of Karshi, to provide adequate security for the facilities as they are the primary beneficiaries of their services before other Nigerians.

The Smart School project was initiated and funded by the Universal Basic Education Commission (UBEC) in collaboration with Korea International Cooperation Agency, KOICA, to increase the capacity of teachers in the development and use of ICT content and to improve the access of teachers and pupils to quality teaching and learning materials.

Earlier, the Minister of Education, Mamman, said Nigeria’s education system was currently directed towards technology-enhanced learning to help nurture the thinking and creativity of the students.

According to him, “This is the type of institution we aspire to have in the country that integrates personal learning and takes technology right from the beginning and makes learning interactive for toddlers; learners taking from the foundation and from there to build up to university level.

“It will help to nurture their thinking and creativity. So, this is the direction our education is going.”

While describing the pioneer staff of the school as very lucky, he encouraged them to take their jobs seriously, adding that the school will serve as a training ground for other teachers and institutions around them.

Reiterating government’s plan to establish one smart school in each state of the federation, the minister said currently, there are 26 of them while construction work on the remaining ones is ongoing.

The Centre for Journalism Innovation and Development (CJID), Citizens’ Gavel, journalists, media professionals and other CSOs have called on President Bola Ahmed Tinubu to take decisive action to stop incessant, unwarranted attacks and harassment of journalists across the country.

In a related letter, the media stakeholders and CSOs stated that in recent months there has been a disturbing rise in incidents involving the unlawful arrest, harassment, intimidation, violence, and detention of journalists who are simply carrying out their professional duties, over unfounded claims.

Deputy Director, Journalism Programme at CJID, Busola Ajibola, who signed on behalf of the groups, said the actions not only threaten the safety and lives of journalists and media professionals, but also undermine the fundamental principles of freedom of expression and the press.

“The role of the media in a democracy cannot be overstated as journalists and media professionals play a pivotal role in promoting good governance, transparency, and accountability,” the letter stated.

In the letter, CJID Press Attack Tracker data between May 29, 2023, and June 30, 2024, was mentioned to illustrate the intensity of the attacks.

The letter also called on the president to: “Implement laws and other measures directed at strengthening press freedom protection, and ensuring that journalists and media professionals carry out their watchdog activities as guaranteed by the constitution, without any fear of attack and intimidation.

“Conduct thorough investigations into recent cases of journalists’ detention and into all reported cases of attacks on journalists, and ensure that the perpetrators are brought to book.

“Engage and pressure all the arms of government to commit to respect press freedom by upholding and protecting the rights of journalists as guaranteed by the Nigerian Constitution.

“Engage the security agencies, particularly the Nigerian Police Force, the Nigerian Army, and the State Security Service, also known as the DSS on their roles in protecting press freedom and the importance of properly implementing the laws that relate to press freedom and freedom of expression.”

It also called for engagement with media professionals and other relevant stakeholders to facilitate constructive dialogues on the issues of press freedom and journalists’ safety and to work in partnership with them to create a safer and enabling environment for journalism to strive in Nigeria.

Furthermore, the letter stated that all complaints against journalists in connection with their work be first reported to, and investigated by the Nigeria Media Complaints Commission (NMCC), otherwise known as the National Ombudsman with prima facie case been established before the journalist concerned is invited, arrested, or prosecuted.

“We urge the president to take swift and concrete steps to protect journalists and media professionals and uphold their rights. The safety of journalists is integral to strengthening and advancing our democracy and the protection of human rights.”

The Executive Secretary, ES, of the Universal Basic Education Commission, Dr. Hameed Boboi, has emphasized the significance of advancing multimedia proficiency among teachers.

Dr. Boboi made the remark while declaring open a 3-day training for Smart Schools Teachers on the utilization of Multimedia Studio Equipment in Abuja recently.

The ES, represented by the National Coordinator of the UBEC Digital Resource Centre (DRC), Professor Bashir Galadanci, noted with satisfaction that all the UBE model smart schools were being well-equipped with state-of-the art multi-media content development studios.

Hence it was crucial for the teachers to become fully familiar with how to utilize the various sophisticated tools and equipment in the production of high-quality educational content for their learners, he said.

Delivering the welcome address, the Head of the UBEC DRC Training and Capacity Development Unit, Dr. Hafsat Lawal Kontagora, underscored the importance of the training in refining the skills of the smart school teachers in content curation and its relevance in their professional development.

She explained that the workshop was aimed at developing the capacity and enhancing the skills of selected teachers from the thirteen (13) operational smart schools, staff of the UBEC DRC and some officers from the Public Relation Unit of the Commission.

The workshop was designed to equip the participants with practical knowledge and provide hands-on experience in managing multimedia studio equipment for educational content creation, video production, and multimedia presentations.

The exercise furnished the participants with the requisite skills in the production of high-quality educational materials and enhanced multimedia communication through a combination of lectures, practical exercises, and group activities.

It also enriched their abilities to use multimedia equipment like cameras and sound systems effectively. The trainees were adequately upskilled in post-production techniques and gained proficiency in effective editing and refinement of multimedia content.

The Nigerian Education Loan Fund (NELFUND) yesterday, disclosed that it has disbursed a total of N1.17 billion to 20,000 students in five of the nation’s public tertiary institutions.

Managing Director of NELFUND, Akintunde Sawyerr, who disclosed this at a news conference in Abuja, said one more institution would be added before the end of the day, noting that NELFUND would keep increasing the number based on applications.

According to him, the fund was working on reviewing another 100 institutions whose application had been received

“I am delighted to share that, following President Bola Tinubu’s directive, NELFUND has been able to disburse students’ institutional fees amounting to N1,172,388,340.00 for 20,000 students (100 per cent paid) in the institutions across the country.

“These institutions were carefully selected based on their academic calendar.

“Disbursement to other institutions will be made at the beginning of their sessions, to ensure a transparent and equitable distribution of resources,’’ he said.

Sawyerr, said an additional disbursement of N850 million would leave NELFUND to various institutions due to receive the loans.

He also disclosed that a total of 260,000 students had been approved for payment of upkeep loans and their institutions’ charges

He said the upkeep loan and institution charges for each student is N250,000 per annum. However, a student could apply less than the approved amount.

According to him, not every student that takes the institution loan wanted the upkeep loan, which would be paid in tranches base on students’ need.

When asked if the loans could be given to post graduate students, Sawyerr said the mandate of the fund focuses on undergraduate students with the least opportunities,

“Our focus is on the undergraduate students. It is a fund that enables those who have the least opportunities to get education.

“While we acknowledge that there are students who will want to pursue their postgraduate studies, for now, our target is undergraduate students,’’   he said.

The Tertiary Education Trust Fund, (TETFund) has decried the high consumption of electricity bill in universities, saying some were presented between N300 and N400 million bills in one month.

Executive Secretary of TETFund, Sonny Echono, who stated this during a meeting with a delegation of the National Association of Nigerian Students, (NANS), led by its National President, Lucky Emonefe, in Abuja, wondered how institutions could cope with such high demands.

He disclosed that TETFund has commenced conversations and held a meeting with the Ministry of Power to find a way to address the issue.

“It’s going to be one of the major issues we are going to look at when we call our major stakeholders meeting of all heads of schools. We have to put our heads together to see how we need to have alternative power sources that will reduce the burden.

“As I speak, some universities are getting N300 million, N400 million bill for electricity in one month. How can they cope? Some are even rationing; they have light for only four hours a day,” he said.

Echono, also charged Nigerian students to be on the watch out in all campuses and protect school infrastructure by ensuring that hoodlums do not infiltrate the campuses to cause havoc.

He reeled out series of interventions in infrastructure targeted at ensuring conducive learning environment for students across all tertiary institutions.

“I am enjoining you today to please be on the watch out in all your campuses. All our TETFund assets, all the buildings that taxpayers’ money has been used to provide, not only should you ensure that you protect them, please nobody should go and destroy them.

“Let us not give chances to these hoodlums who will take advantage of your legitimate demands to cause havoc,” he said.

Echono, who stressed the need to ensure a stable academic calendar, said: “When President Bola Tinubu was told about frequent disruptions in the academic calendar, the president gave specific instructions to the minister that one of your first expectations is for us to have harmony in the sector, so we can have a predictable academic calendar that our students will go to school and know when they will graduate and ensure that that is kept.

“We are also pleased that this same president gave a charge to us at TETFund that we must do everything possible to improve the learning experience of our students, the quality of education we are getting and improve your welfare on campus.”

He also noted that after raising the issue of campus transportation with the president, he directed the fund to work with relevant agencies to convert existing buses to CNG and provide mass transit buses for students in campus as part of TETFund’s intervention for next year.

Emonefe, noted that the leadership of NANS resolved not to go on a national protest because it realised that most of the interventions the students were enjoying were not gotten through protests.

Teesas Education, a pioneering and innovative education technology (EdTech) company, has advocated leadership, social-emotional skills and digital education in Nigerian schools.

This call was made Tuesday by the founder and chairman of Teesas Education, Mr. Osayi Izedonwen, in Abuja, when the EdTech company brought together owners of leading schools, top school managers and stakeholders in the education sector to discuss strategies to prepare children for work in the future.

Izedonmwen said Teesas Leader in Me (LIM) is a whole-school transformation program delivered in partnership with Franklin Covey Education, a global performance improvement company.

The program based on ‘The 7 Habits of Highly Effective People’ is integrated with teaching core academic subjects including Math, English and Science through the Teesas Education App.”

The keynote speaker and former Commissioner of Education, Lagos State, Hon. Folasade Adefisya, said the Teesas LIM program includes topics like personal leadership which teaches children to take responsibility, leading to less disciplinary problems. She also highlighted other topics covered by the program like win-win solutions and sharpen the saw.

“IQ gets you a job, but emotional intelligence helps you keep it. Emotional intelligence can be taught and mastered because habits are things we continually do,” she said.

Regional Director of Franklin Covey Education, Justin Permenter, said research suggests that by the year 2050, nearly half of the world’s children under 18 will be on the African continent and so while it would be an exciting time for Africa, it is time for Africa to prepare for that future.

Permenter stated that the model of schools hasn’t changed much in the last 100 years although the 21st century challenges are different.

He added that there’s been a shift from the industrial age to the knowledge age while stating that analytical thinking, creative thinking, technological literacy, empathy and active listening, leadership and social influence are some of the top skills identified by the World Economic Forum Future of Jobs 2023 Report.

Similarly, McKinsey’s Future of Work Skills Report released in 2023 identified 56 foundational skills which can be grouped into four categories: cognitive, interpersonal, self-leadership and digital skills.

“’Leader in Me’ addresses school development in three aspects: culture, leadership and academics. While the ‘7 Habits of Highly Effective People’ is a foundation for the program, it rests on five paradigms – namely: leadership, potential, change, motivation and education,” he said.

New Constitution Needed to Avert Looming Protest, Christian Elders Counsel Tinubu https://www.thisdaylive.com/index.php/2024/07/23/new-constitution-needed-to-avert-looming-protest-christian-elders-counsel-tinubu/ https://www.thisdaylive.com/index.php/2024/07/23/new-constitution-needed-to-avert-looming-protest-christian-elders-counsel-tinubu/#respond Tue, 23 Jul 2024 02:49:33 +0000 https://www.thisdaylive.com/?p=997086

To avert the looming nationwide protest, the National Christian Elders Forum (NCEF) has advised President Bola Tinubu to announce the introduction of a new constitution and commence preparations for a national referendum to adopt the draft constitution of the 2014 National Conference.

The elders assured the president that a step in this direction would neutralize every agitation, maintaining that anarchists would have no basis to rally people to public protest that might end up in destruction of lives and properties.

In a letter addressed to the president and signed by the chairman of the forum, Dr. Samuel Danjuma Gani, made available to the press on Monday, the elders identified four critical areas, amongst many others, which the government should focus attention on in a bid to halt the downward spiral of the country which, they said if not checked, may result in an implosion in the nearest future.

The elders also copied the Senate President, Godswill Akpabio, Speaker of the House of Representatives, Abbas Tajudeen, and Chief Justice of the Federation, Olukayode Ariwoola.

Other members of the forum included: Dr. Saleh Hussaini, Vice Chairman (North), Elder Shyngle Wigwe, Vice Chairman (South), Mrs. Osaretin Demuren, Hon. Treasurer, Prof. Joseph Otubu, Dr. (Mrs) Kate Okparaeke, Dr. Ayo Abifarin, Gen. Zamani Lekwot (rtd), Hon. Justice James Ogebe, JSC (rtd), Elder Moses Ihonde and Hon. Justice Kalajine Anigbogu (rtd).

Others are: Elder Nathaniel Okoro, Mr. Solomon Asemota, SAN, Elder Matthew Owojaiye, DIG P. L. Dabup, Sir John W. Bagu, Dame Priscilla Kuye, Prof. (Mrs.) Deborah Enilo Ajakaiye, HRM Oba Dokun Thompson, Dr. Taiwo Idemudia (Diaspora), Elder Minso Gadzama, Apostle Bulus Musa Kewa, Admiral Peter Adeniyi (Rtd), Hon. Justice Goddy Anunihu (rtd.), Chief Sir Ferdinand Anikwe PhD, KSJI, Pastor Bosun Emmanuel (Secretary).

Gani said the elders July 2024 meeting reviewed the state of Nigeria and expressed concern about the condition of the people and the country.

He said four critical areas identified by the religious leaders to tackle the nation’s problems were the imperative of a new constitution for Nigeria, credible fight against corruption, independence of the Judiciary and restoration of judicial integrity and averting the proposed national protest planned for August 2024.

Noting that the organisers of the looming protest wish to replicate the demonstration that took place recently in Kenya, the forum said the situation in Kenya is different from that of Nigeria, adding that there are too many aggrieved groups in Nigeria for anyone to toy with the idea of national protest.

The forum warned: “The country would implode, or the protesters would be massacred by over enthusiastic security forces”, saying the memory of the ENDSARS bloodshed is still fresh in memories

“As elders, we do not support any action that might lead to loss of lives, and destruction of national assets and individual properties. Under the circumstances, we advocate that government must change its approach to governance and restore hope and confidence in the people,” the elders said.

The forum said: “The challenge facing government has been how to develop a new constitution. While many voices agree that Nigeria requires a new constitution, there is yet to be a consensus on how it should be done. Consequently, many proposals have come forth, one of which is the perennial amendment by the national assembly.

“Unfortunately, that process has not provided the required solution after six amendment exercises by various legislative assemblies.

“In addition, the efforts of the national assembly have been condemned that the responsibility of the legislators is to make laws and not to give the country a constitution. The task of producing a constitution is the responsibility of the ethnic nationalities.

“National Christian Elders Forum proposes that in view of the urgency to jump-start the economy and guarantee safety and prosperity for the citizens, government should adopt the draft Constitution of the 2014 National Conference.

“That document could be a starting point having been agreed upon by representatives of the various ethnic nationalities and participants from various sectors of the economy and the society.

“The major flaw of the 1999 Constitution (as amended) is its preamble which claims “We the People …” The point has been made repeatedly that “we the people” did not produce the 1999 Constitution (as amended).

“To ensure that “we the people” approve the next Constitution, government should subject the draft Constitution of the 2014 National Conference to a national referendum. Once it scales through the referendum, it becomes a valid constitution of “we the people”.

“The beauty about this proposal is that no part of Nigeria can object since all the component parts of the country were represented at the National Conference and they unanimously approved the draft constitution. All it requires is validation by the people at a referendum.

“The National Christian Elders Forum urges the Tinubu Administration to give serious consideration to this counsel to avert a crisis looming over the horizon. There is no time to waste in the task of rebooting the country.

“The people are almost being driven to desperation and despondency. When people start thinking they have nothing to lose, whether they live or die, the country is in a precarious situation. The mere promise of the government that a new constitution is in the offing within a few months will calm a lot of frayed nerves in the country and restore hope and confidence in the people that Nigeria will not sink.”

The forum also expressed concern over what it described as the unfortunate incursion of partisan politicking in the judiciary, stressing that this has robbed the judiciary of its integrity and credibility.

Citing the National Bureau of Statistics July 2024 report, the elders maintained that “it is very disturbing that bribery collected by judges and magistrates rose from 19 per cent in 2019 to 50 per cent in 2023”.

These are official government figures. The report is a distressing indictment on the judiciary which is yet to recover from allegations of wrongdoing during the 2023 elections.

The forum further stated: “Consequently, government must call politicians to order to desist from infiltrating the judiciary with inordinate political ambitions. In addition to that, the independence of the judiciary must be guaranteed.

“The recommendations of the 2014 National Conference on steps to reform the judiciary should be implemented. Any country that cannot guarantee justice in its courts is one step away from anarchy”.

To address the growing security challenges in the country, VAfrican Union Youth Ambassador for Peace, Simone Diouf, has called on the Federal Government to implement the National Action Plan on Youth, Peace, and Security (YPS).

The call to implement the YPS plan came as Nigeria seeks to consolidate its current relative peace and ensure a peaceful future.

Diouf noted the importance of empowering young people in the peace process, while emphasizing that the YPS plan is a vital national document that reflects the African Union’s commitment to peace and security.

Making the call at a roundtable discussion organized by the Building Blocks for Peace Foundation and the Global Partnership for the Prevention of Armed Conflict (GPPAC)-West Africa, she highlighted the need for effective implementation, stressing that the success depends on collective efforts from the government, civil society, and young people themselves.

Also speaking, Executive Director of Building Blocks for Peace Foundation, Rafiu Lawal emphasized the importance of supporting young people in the peace process.

He noted that young people constitute 60% of Nigeria’s population and have a critical role to play in building peace.

Lawal stressed the need for investments in social services such as education, health, and water sanitation to address the root causes of insecurity.

He further highlighted the need for effective youth leadership in peacebuilding and decision-making processes at all levels.

He urged the government and stakeholders to prioritize the empowerment of young people to contribute to the peace process.

By doing so, Lawal believes that Nigeria can harness the energy and creativity of its youth to build a more peaceful and prosperous future.
